Menteri Desa, Pembangunan Daerah Tertinggal dan Transmigrasi (Mendes PDTT) Abdul Halim Iskandar menegaskan manfaat dana desa untuk mendorong ketahanan pangan nasional.
Sesuai Peraturan Presiden nomor 104 tahun 2021 tentang Rincian APBN TA 2022, Dana Desa ditentukan penggunaannya dalam Program Ketahanan Pangan dan Hewani sebesar 20 persen.
Gus Halim, sapaah Abdul Halim Iskandar menyampaikan hal itu dalam Seminar Desa Relevansi Gerakan Sumsel Mandiri Pangan (GSMP) dalam menekan kemiskinan dan Penurunan Angka Stunting di Palembang.
“Sebanyak 20 persen pagu Dana Desa harus digunakan untuk ketahanan pangan. Sedangkan BLT, hasil kesepakatan antara Kementerian dan Lembaga bersama-sama dengan badan anggaran yang kemudian saya masukkan ke dalam Permendes No. 8 Tahun 2022 tentang Prioritas Penggunaan Dana Desa untuk BLT maksimal 20 persen,” ungkap Gus Halim, Rabu (21/12/2022).
Maksimal 20 persen tersebut merujuk pada tidak ditemukannya warga miskin yang belum terjangkau bantuan-bantuan dalam meningkatkan taraf hidup warga miskin. Di luar itu, maka diperbolehkan menghapus alokasi anggaran untuk Bantuan Langsung Tunai (BLT).
“Kata maksimal itu berdampak pada ketika betul-betul di desa tidak lagi ada warga miskin yang belum mendapatkan jaring pengaman sosial, maka boleh tidak ada alokasi untuk BLT,” urai Gus Halim.
Dalam kesempatan itu, Gus Halim juga menjelaskan bahwa desa memiliki dua tugas dan fungsi strategis. Dari 74.961 desa seluruh Indonesia jika benar-benar meneguhkan afirmasinya pada sisi kewilayahan, maka 91 persen tatanan pemerintahan itu didominasi di desa.
Dengan demikian apabila seluruh pemerintah desa se-Nusantara mampu bekerja maksimal dengan mengoptimalkan seluruh instrumen yang ada, maka desa memuncaki lokomotif pembangunan nasional.
“Dari sisi kewilayahan, 91 persen wilayah pemerintahan di Indonesia itu ada di desa,” ungkap Gus Halim.
Sedangkan dari total 270 juta dari sisi kependudukan, 71 persennya berada di desa. Oleh karena itu, membangun desa sama halnya dengan membangun sebagian besar sumber daya manusia (SDM) nasional.
Dari total jumlah penduduk yang mencapai sekitar 270 juta di seluruh Indonesia, maka 71 persennya itu tinggal di desa.
“Kalau kita bisa kemudian menangani desa dengan bagus, 74.961 desa tertangani dengan bagus, arah pembangunannya jelas mewujudkan apa yang menjadi tantangan dan harapan warga masyarakat, maka sama dengan menyelesaikan 84 persen permasalahan pembangunan nasional,” tandas Gus Halim.
Rumusan solusi mengatasi berbagai masalah di dalam desa telah diformulasikan dalam SDGs Desa. Ketercapaian SDGs Desa berdampak positif terhadap indikator SDGs global sebesar 84 persen.
“SDGs Desa ini akan memberikan kontribusi capaian SDGs global untuk Indonesia. Besarannya untuk 84 persen,” ujar Gus Halim.
Dalam menyukseskan itu, tambah Gus Halim, perlu afirmasi komplit berbagai stakeholder dan supra desa. Tidak hanya dimotori oleh pemerintah, namun juga diakselerasi oleh pihak swasta. Kolaborasi itu diyakini bakal menjadi kunci mengentaskan masalah kemiskinan dan solusi ketahanan pangan.
“Untuk itu tidak mungkin dilakukan oleh desa sendirian, namun harus dilakukan dalam bentuk kolaborasi, di mana kolaborasi itu ada pada level desa, ada juga pada level supra desa,” tegasnya.
